The ideal candidate will have direct experience in writing and editing Congressional testimony and will be able to assist with researching, writing, editing and coordinating clear, vivid prose. This position starts at a salary of $68,036 (GS-11) with promotion potential to the $106,012 (GS-12). Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as the Writer-Editor for the Congressional Affairs Division (CAD) and function as the staff responsible for drafting Congressional testimony. Typical assignments include:

Assisting with research, writing, editing and coordinating clear, vivid prose for informational materials designed to reach diverse audiences on a variety of topic. Written materials may include Congressional testimony, external affairs guidance, briefing paper, memos, fact sheets, news releases, articles, editorials for top emergency managers, web content, features, correspondence, talking points, guidance/policy and standard procedures in support of Agency mission, programs and activities.

Coordinatig the review of draft and final written products with appropriate agency representatives to ensure content satisfies information needs and that material conveyed is accurate and consistent.

Contributing to increased public understanding of agency mission and programs by articulating in writing the agency's position on sensitive and/or complex issues.

Participating in meetings with senior Agency leadership, External Affairs and its divisions leadership and staff, to include legislative affairs, representatives from the Agency's directorates and program offices, and other FEMA and DHS staff as applicable to develop key themes and issues to be addressed.

You qualify for this position at the GS-11 level (starting salary $68,036) if you possess the following: One full year of specialized experience at the GS-09 level demonstrating expertise in writing and editing products such as speeches, talking points, letters, or articles used for presentation to a government audience.

You qualify for this position at the GS-12 level (starting salary $81,548) if you possess the following: One full year of specialized experience at the GS-11 level (1) Demonstrating expertise writing and editing speeches, talking points, articles or other written products used for presentation to a government audience, and (2) Demonstrating expertise in preparing congressional testimony for high level officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Qualifications are based on breadth/level of experience.
